If the chromedriver.exe update has been made, the new downloaded file may be caused by the restriction of the authorization settings by windows. To solve this, right-click on the file and mark the area that is not normally visible from the properties, but that we will approve for authorization.

The problem may occur even if there is no addition or update. For this, the solution mentioned in step 1 is followed.
